11th  Congressional District Republican Executive Committee Resolution

Resolution Calling for an End to US Taxpayer Subsidy of Dictator Ilham Aliyev and an end to U.S. Military collaboration with, and support for, the State of Azerbaijan

WHEREAS, Section 907 of the Freedom Support Act forbids US financial aid to the Republic of Azerbaijan, and

WHEREAS, President Joseph Biden has issued a Presidential Waiver of Section 907 of the Freedom Support Act overriding that prohibition  of US financial aid to the Republic of Azerbaijan, and

WHEREAS,  Azerbaijan is in fact an initiator of aggressive war against the Republic of Armenia and the Republic of Artsakh (which is recognized by the State of Michigan among others and has never been part of an independent Azerbaijan), leading to widespread death and destruction foreshadowing the possible resumption of the Genocide of the Armenian people which occurred from 1895-1923 which is officially recognized by the US Government, and

WHEREAS, international organizations, including the Lemkin Institute for Genocide Prevention and the International Court of Justice, have issued findings and rulings calling for an end to Azerbaijan’s  starvation blockade of 120,000 Artsakhians (including 30,000 children) which Azerbaijan has ignored, as well as cutting power to Artsakh and preventing free unhindered travel between Armenia and Artsakh which is guaranteed by previous agreements and mandated by the International Court of Justice, and

WHEREAS,  Azerbaijan occupies most of Artsakh subsequent to its 44 Day Terror War of Aggression in 2020, and following incursions last year occupies a significant amount of Armenian territory with no Armenians left alive in areas under Azerbaijani occupation, and

WHEREAS,  Azerbaijani soldiers engage in executions, beheadings, rape and torture of civilians and military personnel (including women) while Azerbaijan continues to hold Armenian prisoners illegally, and commits cultural genocide and destruction in areas under Azerbaijani occupation, and

WHEREAS, Azerbaijan engages in 24/7 Armenophobic racist propaganda, false narratives and hate mongering, as it  threatens large scale invasion of Armenia while attempting to starve Artsakh into submission, and

WHEREAS, Azerbaijani soldiers engage in daily shooting at Armenian civilians disrupting economic life and have  been shooting at farmers, shepherds and an American / Armenian economic joint venture wounding two workers of Indian nationality, and

WHEREAS, Azerbaijani Dictator Ilham Aliyev viciously oppresses the Azeri people resulting in a dismal human rights climate and is notoriously corrupt, while Azerbaijan actively assists Russia in avoiding sanctions and partners with Turkey in promoting terrorism,


NOW THEREFORE BE IT RESOLVED, that the Michigan 11th  Congressional District Republican Executive Committee calls that U.S. subsidy and support for Azerbaijan should cease with Section 907 of the Freedom Support Act immediately restored, US Department of Defense collaboration with Azerbaijan at all levels be ended with all American and Azerbaijani personnel involved in this returning to their home countries and that Azerbaijan should remove its illegal blockade of Artsakh to be followed by Azerbaijani occupation forces being withdrawn from Artsakh and Armenia: and

BE IT FURTHER RESOLVED, that upon adoption of this Resolution it shall be promptly distributed by the Committee’s Secretary to Michigan’s Congressional Delegation, President Joseph Biden, the U.S. Secretary of State, the U.S. Secretary of Defense, and with copies sent to print, broadcast and social media in the State of Michigan.

As adopted by the Michigan 11th  Congressional District Republican Executive Committee meeting in Bloomfield Hills, Michigan on July 18, 2023 with an unanimous vote of 17- 0.
